I really want to get into a Uni, but old schools are holding my transcript?

Please help, I'm at my wit's end! I really want to transfer to a University, but my current college and my old college are both holding my official transcripts. I didn't know it, but apparently I owe my first school $1,250 and my current school $1,177.
The first college claims I broke a contract with them by transferring to my current college and that I have to pay them in full before they'll release my transcript to the University.
The second says I owe them for summer housing, which I thought my scholarships and grants would pay, but since those won't be disbursed until August I would need to pay them out of pocket to get my transcript released until them.
That's $2500 I don't have and nobody in my family can lend me the money. I applied for a loan, but was immediately turned down for not having a long enough credit history.
Transferring to the university would save me a lot of money and would look great on my resume. I know if they just had my transcripts that they would accept me because I have a good GPA, lots of extracurriculars, volunteer hours, and a job too.
I'm absolutely heart broken about this and the colleges wont even accept payment plans. Please help! What can I do?
I already posted on CL asking for side-jobs or potential donators, but only got scummy answers wanting sexual favors.
I also already spent $150 on applications and transcript processing fees that's now going down the drain.
