Everyone's hair regrows at different rates. I've not heard of a way to speed it up. I am sure you can do something to make sure your hair grows at its own optimal rate what ever that is. Don't stress the hair by over washing like every day with shampoo. Its okay to get wet in shower by try for using shampoo less as it strips the hairs natural oils which make it healthier. Try shampooing every other day or every third day as I do. Unless you have extremely oily hair, this is very do able.
Massage your scalp all over with fingertips, really pressing hard enough to feel a tingle all over. This encourages blood flow to the hair follicles. Try not to use heat on hair or as little as possible. Make sure to eat as healthy as possible and take vitamins.
These are tricks to make it grow faster but to be real healthy so it will grow as fast as possible for your body.
Regarding the cut you have now, with higher in front and lower in back, theres nothing wrong with that. I used to cut my own hair to look like that on purpose, an angle cut that started at or just below my jaw line and went downward at an angle towards the back. If you think the angle isn't a smooth straight line which is hard to do on yourself and get it even on each side, and you're trying to save the money of having a professional do it for you, then try a beauty school, they need people to be subjects for the students to work on. Just let them know you don't want it shorter, just a few snips to make the angle cut more smooth. Then stop worrying and let it grow back on its own.
