how to tell if someone is making eye contact with you

How would you tell if someone is making eye contact with you? Like ive heard that sometimes when you look someone in the eye, you might think that they are looking at you but in fact, they aren't.

Does this scenario seem like we made eye contact?
So I was on the 2nd level and he was on the 3rd level and I looked down and he looked up and so I looked away and when I looked back, he was looking but then he turned away and then I turned away and looked back and he looked again. Well, it seemed to me he was looking at things near me :/
Sorry this is a bit confusing!

If you think there is someone that is looking at you then quickly jerk your head to a clock in the room (or something else) and if they turn or jerk their head too, then they were making eye contact with you.
