I use Apple support on apple.com as I have a mac, and the forums and support pages are very helpful. Microsoft most likely has the same thing for windows support.
Mostly though, whenever I have an issue, the first thing I do is just see what I can find on google. There are tons and tons of forums and computer help pages, it's hard to say which one you should use exclusively. They are all different and some focus only on certain aspects.
To answer your question: Yes there are websites that offer computer troubleshooting, but, there are tons of them. So just google the issue that you are having and look through the websites of the results you get. You'll find one that suits you and your specific needs eventually.
