When you are 21 and puberty for most everyone has finished you can talk to a plastic surgeon about breast enhancement. I do not recommend this type of surgery unless you are willing to pay upwards of $20K or more for the surgery. Anything less gets you the type of surgery that in any type of revealing clothing screams fake boobs.
