I don't know her. I don't know if anything will work but you'll have to make your best assumptions since she's your sister.
I think the best bet is to tell her how much more trouble she'll end up in if she doesn't go. One year is much better than how many more she'll get if she doesn't go. Remind her of that and if you still suspect that she'll run, then tell your parents or the police.
