Most department stores and fast food restaurants hire people 16 years and older. What I've done when I go job searching, I'd go into every store like Target, Kohls, McDonalds, ect and ask if they are hiring. They will either say yes or no. If it's a yes they will either hand you an application or tell you to go online and fill one out.
I always like going into the store to ask because I like handing the application to the manager, it looks better for you.
If you do it online, see if you can print it out too. It's better to submit online and also hand one in.
As for who to ask, just ask someone who is working there and they will either direct you to the manager or just give you an application.

Once you submit or hand in your application, go in a couple weeks later and ask to talk to the manager. Just tell him/her that you submitted an application a couple weeks ago and you were wondering the status on it and then you could even give them your resume.

Make sure you have a resume even if you don't have any experience. You can add volunteer services you've done or clubs you've been in at school. Most teenagers looking for a job hardly have a resume so it looks better for you.

Good luck!

Try the movie theater NOW rather than later. They need staff for summer. They may in fact be going on a hiring blitz. It's the best place to look for work as is anything fast-food related.

Instead of speaking to the cashier in the store ask for a manager and present him/her with your resume. If they are looking to hire people they may give you an interview and or job on the spot.

Department stores and fast food restaurants I know typically hire those under 16. As for how to go about it, put in applications *some require you to go online, while others require you to go to the store directly for a paper application* After you've put in your applications, remember to be persistent. Call them and see if they have recieved/reviewed your application, and if they are currently hiring. Your best bet is to try with fast food restaurants, as they have a high turn over rate *many people quit and what not*. As for if you have to fill out a paper application, at a dept. store *such as wal-mart, toys r us, etc...* go to the customer service desk and ask the person manning that station. But as I said, a majority of places require you to fill out applications online. Hope this was informative enough to give you a start, and Good Luck! :D
