We won't really be able to give you exact addresses or numbers, because India is a vast country. It depends on your local government structure.

Your first step would be to contact your local government authority: this may be state government, or a council.

Also contact your national representative about it: this will be your Member of Parliament or Senator.

Whilst doing this, try and collect signatures from people who want this issue to be resolved. Start a petition, so you can prove that this is of concern to local people. You may present this to your representatives, or to the company.

You may also contact the companies responsible. Instead of being angry with them like this:

"you are ruining the water, I hate you, get out of Chennai"

use the subtle, calm approach:

"we have seen an increase in water related illnesses in our village. Many of us think that the cause for this may be the water pollution. We all know that you wouldn't put lives at risk in the name of business, so would you be able to outline the steps you have taken, and further steps you will take to address this issue? For reference purposes, I have also written to my Representative"

Change it about. That's certainly what I would do. Also try and rally a group of people behind you. Environment agencies, pressure groups, Doctors and medical associations and the such.

The power of many outweighs the power of one.

You can always start off by making people aware of the harmful consequences due to polluted water. Do some reading on it and get more knowledgeable about the situation as well as getting those around you aware and hopefully in time it can help. Also, finding the main cause of the pollution and doing your best to put a stop to it or a solution for it can also help. But things like that don't work unless you are able to get enough people who also feel the same way.
