If you are concerned about it talk to your doctor about why your period hasn't arrived now that you are 15. Rule out anything medical with it. Most likely it's hereditary and being a late bloomer goes in your family.
As far as the second question all this is really is a form of masturbation. No doubt you have done that yourself and totally nothing at all wrong with it. In this case he's the one doing the touching etc. Menstruation has zilch to do with it. Totally separate. If you're okay with doing it than fine but if not tell him. Either way you can't possible harm yourself at all.

Yes it's perfectly fine :) whether or not you have started your period makes absolutely no difference.
It might be a little uncomfortable starting off as you're not used to it. Make sure he is gentle and show him what works for you!
