Trailer Hot Water Heater

We live in a trailer and the hot water heater wont work. We replaced the heating element in it. We replaced the whole water heater it just wont get hot what else could it be?

If you replaced the water heater and it still doesn't work then something is wrong with the power going to it. Where did you get it from? You should just call up the place you bought it and ask an employee. They'd definitely know more about it.
