Be passionate.

When my boyfriend told me he first loved me, I was overjoyed. He stroked my hair and looked in my eyes and said, "I love you." There was a little silence but I said, "I love you too!" and he kissed me deeply and hugged me tight. I loved it and thought it was the most unforgettable night ever! Don't get nervous, just kiss her and hug her and tell her how much she means to you!

Good luck!

Tell her hwo she makes you feel. Tell her she makes you feel happy and that she makes you smile. Just be honest! :)
