I would suggest talking to her in person but if you would like to talk to her on the phone thats okay too. Well if I was that girl, I would feel a little awkward if a boy called me to say he had feelings for me. There would be a silence over the phone and i would not know what to say I would make it more personal and tell her at school or somewhere private when you are hanging out. She will feel like you really do care(: I understood that you are shy and stutter though. Just take a deep breath and just make it fun but not at all like a joke. Just be yourself and outgoing. Maybe just say "I really like you" or text her. She may feel the same way. If you come to her first she will feel really good(: just don't be shy pretend that it's casual and you are alone.
