if its one of your really good guy friends it probably doesn't really mean anything but if its just a guy then its a form of flirting. He's drawing attention to your chest and looking at your lips can mean he's thinking about kissing you. Looking at someone's eyes however doesn't mean anything its probably only eye contact which everyone does
