Sims 2: creating your own neighborhood with preset relationships

Okay, well i have sims 2 with no expasion packs. Im wondering if you can make your own neighborhood with preset relationships from two diffrent familys.

Example:

Jenny from the Thompson Family is going steady with Jeff from the tyler family anf they live in two seprate houses.
I understand i can take time and get them to do that. But i would like to set up my own naborhood with again PRESET relationships. If you couls. Please help? Thanks!
