best/cheap downtown, coastal or institutes colleges, anywhere?

For college im deciding between studying all the brances of art or premed so i can become a specialist or emergency. Im looking at big city schools like st louis, new york, stuff like that but i tend to be in the wrong place at the wrong time so i know its not too safe. i live on the outskirts of saint louis but lovee the innercity.
What are good big city, safe semi urban, art or med institutes, or coastal schools for what i want? how do i find the type i want myself?
i dream to study abroad as much as possible but i am the youngest kid and my sibs havent even lived on campus..
i dont have much money but i have a 3.6 gpa, 24 act first only try, national art honors society and honor art, theater, cross country and track. could thoes get me some scholarships?
any college related advice is good
I'm not sure how familiar you are with the Midwest but I live in Minnesota and its really nice here :) We have some of the best universities. There's the University of Minnesota- Twin Cities. Its one of the biggest colleges out there. The campus is absolutely beautiful, Its in downtown minneapolis but it still has that vibe of a small community in the campus. But at the same time, you can literally walk downtown. Its also safe here. There are some sketchy neighborhoods but normally they aren't anywhere near the campus. Then we have our smaller sized colleges like Gustavus-Adolphus, Concordia-St. Paul, Macalaster, Hamline, St. Olaf, Carleton. Carleton is one of the best colleges in our state, academically. My friend is going there and she got a ACT score of 30. Then you also have the small community colleges like Hennepin Technical Community college and in other suburbs. We also have the Art Institutes in Minneapolis. They are specifically for art students and its great because there are so many art topics like photography, interior design, acting, painting etc.
The best part about colleges in minnesota is that we have the twin cities. St. Paul is our capital, but minneapolis is a huge city right next to it. literally 10 minutes away with car. So you can be in the city, but at the same time be a little away from it. Its perfect! Plus minnesota is really beautiful and the crime/trouble rate isn't very high.
the only bad part is... lots and lots and lots of snow and ice in the wintertime haha. but its not too bad :) if you're into winter sports, its perfect for you. we have lots of snowboarding/skiing hills, we are also real big on hockey haha.
sooo yeah.. thats just a suggestion. There's also other places like Wisconsin and Iowa. In wisconsin, the 3 good school's i've heard of is University of Wisconsin- Madison, Marquette, and University of Wisconsin- Eau Claire, In Iowa, there's 2 good colleges i've heard of. University of Iowa- Aimes, and Luther.
Some other random school's ive heard of are- University of Miami- Ohio, Boulder University in colorado, University of North Dakota, University of South Dakota, University of Nebraska.
