No, do not wait for him. He is not serious about you at least not from what you have said. Life is too short and you have too much to experience and things to learn and people to meet. If he is too busy for you, then you are too busy for him. You are worth way too much than to just sit around waiting on someone who doesn't deserve you in the first place. Please know that there are pleanty of other guys out there who would love to be apart of your life.

If someone is serious and committed to you, You wouldn't really have to ask you would know.
When a guy is serious, They would want to spend time with you and get to know you for who you are. They are interested in what you talk about and they actually make time to see you. etc. This is a guy that cares.
If the guys doesn't seem to put time into getting to know you and isn't seemly interested then he isn't worth it.
