What does this girl mean?
This guy I talk to was talking to this girl and she said "Seems like you like natural white girls with frilly blouses." I'm only part white, and I dont understand why she said that. What does that mean?

She meant the innocent girl who is lives next door. Some girls take it as a compliment while some dont. I believe personally it's a compliment because she is identifying you as a girl who is not a slut or someone who is known for bad things.

It sounds to me like they were saying that the guy likes natural= not a lot of makeup, just a natural beautiful girl sorta of like Jennifer Aniston or the sweet girl next door.
White= caucasion
Frilly blouses= again that innocent girl next door, not a "slut" with a belly shirt or low cut showing all her private areas.
She is saying all this because she is jealous of you. Girls can be very insecure especially at a young age. They don't understand a young guys thought process so they make comments to get a reaction or response from the guy. She most likely likes this guy and she probably does things she wouldn't want to just to make them like her. I wouldn't worry about her comment. She probably doesn't even know what she meant. lol Just laugh it off and move on. You don't have time for this childish nonesense, you are way too good for all that.
