Can I send an email to someone who blocked me?
If someone blocks emails from me on Hotmail and I send an email to them, Do I get a failure to send message or just nothing?

You cannot send them an email if they have you blocked.
Sometimes sending someone an email when you are blocked it will go through without sending an message but instead of going to that person's inbox it will go to "filter" an automatically be deleted.
EDIT: No they cannot read the email because they have your email blocked therefore it may not go through at all and you will receive a message saying it failed to deliver or it will go through but instead of the person getting it and reading it they have it filtered so it would automatically be deleted either way.
