I will second what DangerNerd has written. These type of questions are best asked of your mom if you are a female or your dad if your a male so that they can look at it and decide if you need to see a doctor or if a home remedy should be tried first.
Some of these rashes are nothing more serious then prickly heat type rashes caused from exercise and not showering soon enough. Other rashes will respond well to over the counter medications such as Jock itch medications. While other rashes may need antibiotic creams.
You should never be embarrashed about telling your parents when something is wrong. For women a yeast infection happens to virgins and non-virgins. Mom can't tell if you are sexually active just by looking at a rash, or the fact that you shave, which is another reason for a rash.
While I'm sure you have heard this before it is a very true statement. We all were once your age. There is nothing new that you can do, that we haven't done or seen. Our primary purpose as a parent is to help you and to see to your well being. You really need not be embarrassed to come to us when something is wrong for there is another very true statement; "We use to change your diapers and frankly you may have gotten bigger, but nothing has changed all that much."
A quick look or a quick conversation in the privacy of your room and we will know what is best. How do we know this? If you ask my wife she will tell you it is because she has her MD, Motherhood Degree. Mostly it is because as I said above we have probably experienced this or know someone that has and learned from it so we have the experience that you have yet to learn.
My advise: Depending on your sex and who you are more comfortable with. Show the rash to mom or dad. Then follow their advice. If they feel a doctor needs to be seen they will tell you and make arrangements with you.
Just a note: Are you aware that cold sores are a herpes virus. If someone has a cold sore and kisses you the can spread that virus to you. As hard as it is, you need to keep your hands off since you know for certain it is spreading. If it is herpes for example, then if you scratch there and later rub your eye, you can get ocular herpes. You don't want this to happen.
Fact is that this could be any number of things, but because of where it is, you MUST go see a doctor right away. It could be a simple overgrowth of yeast, it could be a staph infection, etc...
