i tried talking to her but i want to spend a little bit with her but now she just wants to be on her comp and talk to her friends and boyfriends and she is mostly in her room 24/7 and not my family and shes my twin

Again! It's so beautiful how much you love your sister, people this days don't have that kind of love toward family members.

But you still need to give her space, I am sure she is going to eventually miss you.
Or you can invite her out for a meal or bowling so you guys can bond for a day but don't cling on her all the time, that might upset her.
Also, you can ask your mother, father or another family member to help as on set up a trip or a family hang out where you both would be together.
