can a random person get ahold on my phone records, even if they don't pay the bill? like would they just have to call my phone company and request them for my number?

I don't believe so. Phone records are not public knowledge so I would say no. For a cell phone or evena landline you would need the owner or the person of which the bill is under and have that person call with the information they need to provide to retain those records. Hope that helped!

If you mean cell phone, probably not. I have Verizon, and even to do things like reactivate a phone, you have to be the accountholder, have the last 4 digits of the account holder's SSN, and have the billing passcode.
