Can tiny shards of a broken cell phone screen get into the skin I fell on my cell phone landing with my elbow bent, cracking the screen. A few days later, my elbow began to hurt worse than when it happened and now my entire arm is tingly all over. I thought it was from the fall, but could tiny particle of the screen have somehow seeped into my skin?

'Seeped' in, no. Stabbed in, possible. Even HAIR can end up stabbed into your skin, believe it or not.
BUT, that being said, considering it was your elbow you hit, you MOST LIKELY pinched your "funny bone" (not a bone at all, but a nerve), which will cause tingling and/or numbness in your arm and/or hand until it heals. ]
Anything is possible. More likely you bruised or chipped a bone in your elbow. I would suggest seeing your doctor or going to a hospital ER for an x-ray. ]
no. it is possible for a shard to have stuck in your skin, but if you haven't found it yet, it does not exist. your nerves probably took a slight hit. and thats that. put some ice on the joint, take some ibuprofen.
