is the ex playing head games or is he confused on who he wants

I am a 37 year old female my ex boyfiend recently asked me to start calling him again after I initiated a call to him.
I was the one who had ended our relationship so im not sure if this is a head game or if this man "Steve" was truly confused about what he wanted.
as I begain to call as Steve had instructed me to do I noticed he did not return any of my calls. at one point when we finally conneceted I asked Steve why he wasnt returning my calls if he didnt want me to call just tell me. He said he had alot going on but that I had a special place in his heart and that I made him laugh. after that call I called and left a voice message and he txt messaged me and told me not to call him so much I quit calling for ahwhile then one night I called him and I left a message that Iwas out with my girlfriends and that it would be fun to talk to him, the next call I made was hours later and a female picked up and said that Steve was busy I said thanks and hung up. That same night Steve called back very late and three calls on voice mail I was to tired to pick up, the first message he left was strange it was oops Im sorry I was trying to call someone else, the second message was, Hey if your up I thought maybe we could talk. the third message was after 1:00 p.m. in the morning which made it closing time at the bar, and his message was I thought you might still be out with the girl s so if you want to talk call me. I have never called him since. WHAT IS WRONG WITH THIS GUY ????
