If you're using a pencil, make sure it's got enough of a point to be neat but won't scratch your skin as you use it. If you're using liquid, it's probably best to go for one with a sponge tip to start with as these are much easier. The tips look like felt tip pens rather than the very thin brush tips, which are trickier to use.

Rather than rest your finger on your cheek, personally I find it easier to just pull the eyelid across and draw the line very slowly and carefully. Start off with a thin line - it's easier to build up a thin one than get rid of one that's too thick. Face wipes and q-tips are handy for cleaning up any mistakes.

It does take some practice but eventually you'll work out a technique that works best for you and you'll get quicker and neater, everyone has their own little tricks and angles etc.

As everyone has said, close your eyes and slowly draw the line above your lashline.
It does take a lot of practice to make it perfect, but I found that watching youtube tutorials always helped.
There's all different types of eyeliners you can use...liquid liner, pencil eyeliner, gel eyeliner.
Find what you like best, first off. But as I said before, youtube tutorials are WONDERFUL.
When I first started off with makeup, I watched a ton of youtube tutorials and they helped me tremendously.

Here's a pretty good tutorial using Mac's Blacktrack Fluidline. (gel eyeliner)

Here is another good tutorial if you'd prefer to use liquid liner:

Just remember, practice makes perfect!

You close your eyes and slowly draw a line right above your lashline (I keep my hand steady against my cheek). If you mess up a little, put a little makeup remover on a q-tip and rub it off. Remember, this takes practice.

eyes closed. start at the side by your nose (just above your lashes) and gradually draw round your eyelid.
it take a steady hand and ots of practice =) go slowly =)

some people like to use dots across the lid and then later connect them

and the flick at the end is up to you and style of your choice =)

have fun.. and remember practice.. have some tissue and make up remover the first couple of time you do it. chances are youll go wrong or youll poke it in your eye a couple oftimes. i usaly eyeliner on my top lid al the time and still occaisonally get liner inmy eye! haha
