What does it mean when a guy says: "will you go out with me?"

Ok so when a guy asks "will you go out with me?" what do they mean? Do they mean "do you wanna be my girlfriend?" or "do you wanna go on a date with me?" and if it's the date one, how do you tell the guy that you wanna be their girlfriend bt your parents won't let you go out on dates? Anyone know?¿?¿?¿ thankyou in advance.
second question - parent trouble
"look id love to be someone specail to you and go on a date, but my parents wont let me" something to that effect.
