Cannot access my Hotmail, nor find a contact to get help

I changed my hotmail password yesterday and now I cannot access my hotmail with either my new or old passwords. Rather unhelpfully, to be able to get the Live Help Center to help you need to be logged in. Apparently Windows Live is experiencing problems but I know my friends are at least able to access their hotmail so why can't I?
Now, you're going to have to create a new email account in the meantime. I do suggest GMail but you can use Hotmail, Yahoo!, or any other service you might prefer. Create another email account elsewhere and begin following the steps there to speak to Hotmail representative and technical support team.
If the account was free then you might not be able to retrieve the information. I know that Yahoo! will refuse to help you access the account if you do not know your security answer or your password. Even if you list off the emails you had in your inbox (and their contents) they still will not authorize you access.
Oh, and, speaking of which, have you tried answering you secret security question you created when signing up for the Hotmail account?
Go to the hotmail.com page and select "forgot password" before entering your ID/username. It will ask you if you'd like to answer your security question to reset the password now or if you'd like to get the password emailed to your alternative account (that you included in your sign-up details in the first place).
