Go to [Start -> Run] (or press WinKey+R). Run this:
msconfig

Go to the "startup" tab in the window that opens. Most programs that start with Windows are listed here. Uncheck as many of these entries as you can. You can't permanently break anything here. Restart when done.

If that doesn't significantly help your performance, take a look at the "processes" tab in Task Manager (ctrl+alt+del). If one process is using too many CPU and memory resources, Google its name, figure out what it is, and try to disable it. Contact me if you need help. Ignore "System Idle Process" in Task Manager.

Also:
- Run malware scans to make sure a virus/spyware isn't eating all your resources. I recommend MalwareBytes and Spybot.
- Defragment (Start->Accessories->system tools->disk defragmentor)
- Make sure you are using a modern browser: IE8, Firefox 3.6, Chrome, or Opera 10.

That depends. How old is your laptop? How much RAM does your laptop have? What kind of processor does your laptop have? What programs are you running? All of these affect the performance of any computer.

I can help you more if you give me more details on your computer like what kind of laptop it is and what kind of operating system it runs (Windows XP, Vista, etc.)

If you want to wipe your laptop clean, I can give you more details on it if you'd like.
