i wouldnt wear it to the service. If they are conservative, the family might not appreciate it or it may seem disrespectful. But at the celebration im sure it would be fine. there is a much more relaxed and fun mood, so a hat would seem fine.

I don't see why not, However it all depends on what the person who is having the batmitzvah wants. Most of them are semi formal/formal personally it depends on the hat but the bandanna might be a little inappropriate.
