Just go on dates to places you both enjoy, for example, cinema, gigs, go for a walk, go out to eat, watch a movie at each others houses, bake cakes, etc. There's no harm in cuddles and kisses with your partner, so indulge in them as much as you like if you're ready, they will make you both feel special. Do sweet things for her, you don't need to spend a tonne of money by the way, it's the little things that count. Tell her the things she wants to hear, surprise her..
As time passes, you'll both feel comfortable to do other things and let your relationship progress. It comes naturally, meaning there's no need to rush.

The only thing they missed is massages. Massage her feet or back or neck. Start gentle and only apply deeper pressure as she asks for it. You can google it for tips on how to do it well. Every girl loves a guy who gives good massages!

Well I honestly think it depends on age. Yes yes, I do think that if you're in your early teens sexual things should be put off. Start slow, that kinda thing. Since you say "WITHOUT sex", I'm eliminating every possible choice that involves sex. So lets see:
-Hugging?
-Kissing?
-Taking her on cute dates like movies, bowling, walks in the park, etc.
-Buying her cute gifts or complimenting her.
Basically, keeping your mind and hers off of sex.
But, if you mean sex without sexual penetration, you can try these:
-Oral
-Manual stimulation
-Hot and heavyness over clothes.
