how do i do this effect on photoshop?

I have photoshop cs4, and I was wondering how to do this.. if there's a tutorial, or what the effect's called?

one way is to download Star or Sparkle brushes. you can then place the sparkles wherever you want, and select the proper colors / effects for them.

another way (this will change th ecolors of your picture, as well) is to get a sparkly texture, maybe like this one: [Link](Mouse over link to see full location)

paste it into your image file, and put it as the topmost layer. them change the blending styles / opacity until it achieves the effect you desire (i usually set it to Soft Light or Overlay).

I believe its called texturing? I use it all the time.

What I do for that, is I take images like this:

And put it on lighten over an image. You could also turn it to soft light, overlay, color dodge... you just have to experiment with different looks.

I used lighten for this one:

And erased away the bits on the guy's face.

Basically, again, it's mostly just experimenting with the options on the side.

Another good texture is:

That site ^ has helpful tutorials on making good effects and blends and anything photoshop related. It also has good stock and textures.
