Just say it when it comes natural to you. Don't let it get to your head and be nervous about it because it may seem insincere. The best time is usually when you two are alone and just cuddling or something. That tends to be a natural time to say I love you. Worrying about it too much might make it a lot hard her so just tell her how you feel right from your heart! I hope this helps.

If you're under 17, then the best way to say I love you, is whenever you are the most confident. Use common sense and don't say it right after she receives a phone call saying that her mother had just died. Say it when YOU think the feeling is right. Girls feel more loved whenever their boyfriends say "I Love You." in a confident way. The best time, in my opinion, to say it, is during one of your dates, or at the end of a party/social gathering. Be as close as you usually get, then get a little closer. And just say, "You know, after all these {insert years, months, weeks,days?}

If you're over 18, the best way to do it, is during a typical activity, such as a walk through the night, or a day at the park, hell, even in the coffee shop. It really doesn't matter when you get older, because the older you get, the stronger the words I love you become (the limit gets capped around the senior citizens years, so the effect starts to wear off).

awwww :] thats cute.
well first of all, dont say it over text or the computer. if youre gonna say "i love you" it should at least be over the phone.. but the best time to say it would be in person when you two are alone. it will mean more and really let her know that you mean it. and you dont have to think of some long thing to say, just simply telling her that you love her is enough :]
but i suggest saying, "I'm in love with you." because it might not seem like it, but theres a difference between, "i love you." and "im in love with you." both will work, but in love is more passionate.
and you should say it when you feel the time is right, but make sure youre alone ! :] thats pretty much the only thing you gotta remember. just keep it short and sweet.. leave the long "lovey dovey" stuff for AFTER the first time you say it, trust me.
and if you decide to say it in person and not over the phone, hold her hand and kiss her and hug her, and while you tell her, make sure you look her in the eyes.
good luck ! hope i helped, and if you need anything else, feel free to inbox me :] xxo.
