Just say it when it comes natural to you. Don't let it get to your head and be nervous about it because it may seem insincere. The best time is usually when you two are alone and just cuddling or something. That tends to be a natural time to say I love you. well first of all, dont say it over text or the computer. if youre gonna say "i love you" it should at least be over the phone.. but the best time to say it would be in person when you two are alone. it will mean more and really let her know that you mean it. and you dont have to think of some long thing to say, just simply telling her that you love her is enough :]
but i suggest saying, "I'm in love with you." because it might not seem like it, but theres a difference between, "i love you." and "im in love with you." both will work, but in love is more passionate.
and you should say it when you feel the time is right, but make sure youre alone ! :] thats pretty much the only thing you gotta remember. just keep it short and sweet.. leave the long "lovey dovey" stuff for AFTER the first time you say it, trust me.
and if you decide to say it in person and not over the phone, hold her hand and kiss her and hug her, and while you tell her, make sure you look her in the eyes.
