Okay I am 17 and I got a speeding ticket about a week ago in a rental car I wasn't registered to use. On the ticket it does say I was unlawfully driving it but it says my offense is speeding. Will I be fined for using the rental car? And can I just send in the payment or do I have to call the court house first.

You need a good lawyer, and you might be able to sue the court back. Although unwise to sue against the District Court, you can sue them for giving you the wrong ticket. You could only sue them however, if the cost of unlawful driving is a hundred or so higher than a ticket for driving in a car that's unregistered to you.
Back to your questions, how did you get caught? Were the authorities conducting random checks? Or did they pull you for speeding (and you just left that out)? If they pulled you for speeding, and forgot about the unregistered car, keep it that way. You can get your license suspended if you had a record. Otherwise, you may be fined for both speeding and the rental car.
I don't understand why you are asking us if you can send in the payment. Usually, on the ticket, if you can take the time to actually read it, it will tell you the terms depending on your state. [ khaos4ng31's advice column | Ask khaos4ng31 A Question ]

If not, then you must show up to the court date noted on the ticket in order for the judge to decide your fine. If there is no fine price written by the officer, you MUST go to court.
As for being fined over the car, I would guess that if it wasn't listed on your ticket as an actual offense, you probably won't be fined for it.
Of course, when in doubt, call the Clerk of the District Court office and clarify any questions or concerns. The office would be within the county courthouse. (Of course, it would be the courthouse of the county the traffic offense took place.)
