There's no real way to tell if he wants to kiss you or not unless he seems to lean in or say something that could spark one. If you keep waiting for that to happen you might not get to a kiss. If he's shown that he likes you back than initiating a kiss should be no big deal.
If you're unsure of him or whether or not you should kiss him you can say "I've always wanted to kiss you is that okay? Some people actually enjoy being asked as that's as big a surprise as just doing it. If you did it this way you'd at least know he's receptive. Either way if you're 100% sure he likes you back you're okay if not be sure of where your relationship stands. That's the only way you'd ever be embarrassed if he didn't like you that way.
