How can I get my mom to let me have any pet cat I want when I want? Please actually help ME.

Your mom isn't going to just get you a cat because you ask. Life doesn't work like that. You can't just have things whenever you want them. Nothing in life comes free. You have to work for the things you want, and prove that you deserve them.

You can always ask her for a cat, but I would definitely be prepared for a no. If she happens to say no, ask her what you can do so that she'll allow you to have a pet. If she gives you a list of things you need to do to prove yourself, I suggest doing them if you want the cat bad enough.

But don't expect things to be handed to you just because you want them. That's not how things work.
