Salvia is illegal in many United States places, actually:

Delaware
Florida
Illinois
Kansas
Mississippi
Missouri
Nebraska
North Dakota
Ohio
Oklahoma

Virginia

In the following states, Salvia is only legal if it is not used for human consumption:

Louisiana
North Carolina (beginning December 1, 2009)
Tennessee

In the following U.S. states, it is illegal for minors to use salvia (and, in some cases, possess it):

California
Maine (possession by minors also illegal)

In regards to other countries, salvia is prohibited and illegal in:

Australia
Belgium
Croatia
Denmark
Germany
Italy
Japan
Latvia
Lithuania
Poland
South Korea
Sweden

In the following countries, it is legal to have salvia in your possession but not legal to sell it:

Spain
Russia

The following countries view salvia as a medicinal herb and they require a doctor's prescription to have salvia in your possession and to purchase it:

Estonia
Finland
Iceland
Norway

In many ways, salvia is similar to marijuana. Salvia is a psychoactive herb which can induce dissociative effects. After ingestion, the effects produced may include things like: odd sensations and feelings of motion, hallucinations, mentally believing and physically feeling a "merge" with or "becoming of" surrounding objects, the perception of being in several locations at once, increased sweating, impaired coordination, or even dysphoria (depression-like state). Although salvia is not physically addictive (only about 1.2% of users become addicted and experience strong cravings), a user (regular or otherwise) may mentally become overly desiring of using. It may also be considered a "gateway" drug.

There are risks with in inhaling any kind and all smoke. Smoking decreases the amount of oxygen that is present in your body. This can cause many things from lightheadedness, to shortness of breath, and even birth defects if you are pregnant. This decreased level of oxygenated blood may also be linked to the formation of cancer, cancerous cells, and tumors.

Personally, I wouldn't mess with it.

That's just me though.
