For my AP government history class we have to write a short answer for this question: Compare two countries, unequal in size and population, with popular perceptions of power. (ex. Japan & Russia).
I dont want to know the answer to this, I just want to know what it means by popular perceptions of power. I have nooo clue, and this is due tomorrow :/

I think the question means, governments whose population accepts and supports the power structure in their own country. Unlike a dictator ship in which the population has no choice. Whether they like the government or not, they are forced to live with it. So yes, in Japan, the population happily supports their government. In Russia, I'm not so sure. If you go against the government in Russia, you'll disappear.
So which countries have you learned about recently that a most likely democratic and in which the population is NOT intimidated by the government, and the poplulation enjoys freedoms and self determination.
Those would be the countries that you should compare.
