Key word is perception, so I'd answer it in terms of what the the meaning of power is to the general population (the popular view.)
If I could choose two countries I'd choose Iran and Venezuela. ]
What I think this means. Popular Perceptions of power. Another take on the word popular is population. I think the question means, governments whose population accepts and supports the power structure in their own country. Unlike a dictator ship in which the population has no choice. Whether they like the government or not, they are forced to live with it. So yes, in Japan, the population happily supports their government. In Russia, I'm not so sure. If you go against the government in Russia, you'll disappear.
So which countries have you learned about recently that a most likely democratic and in which the population is NOT intimidated by the government, and the poplulation enjoys freedoms and self determination.
Those would be the countries that you should compare.
Hope this helps

You could try Germany and Italy. Both were popular during WWII times because of the power they had with Mussolini and Hitler. ]
