It evolved from the time where people used bows and arrows in wars (orginates from England) and you'd cut off the index and middle finger of your enemy, so he wouldn't be able to shoot arrows any more. Then, if you saw people without those two fingers, you'd make that gesture, to mock them.

The only way I can think of is either V which people use to describe VA(Virginia) but the turn the V upside down with the other hand. Or, the upside down peace sign to describe Atlanta, like usher does. Hope I helped
