If a girl has sex with a guy who has hiv/aids, and he uses a condom and does not even ejaculate at all, can she still contract the disease?

Yes. It's a very slim chance it'll happen, but it's still there. Condoms can break, expire, have holes in them, etc. A lot of things can happen so remember that there is no full coverage when it comes to that type of thing.

The best way to not contract the virus is to either stay abstinent, or do not have sex with someone that has it.

It's not likely but there is always a chance, The condom could break it could have a hole in it etc. Remember there is no such thing as complete protection.
