There's a couple of ways.
First, get the picture you want in a folder by itself on your computer.
Now: you need to be on itunes on your computer. Hook up your ipod. It brings up the ipod screen that shows how much space you have and stuff. Look at the top, and you should see tabs that say movies, videos, photos, podcasts, etc.
Click the photos tab. Click "manually manage photos" if its there, and also click the circle that says "from folders:" and has a list of your computers folders on it. Click ONLY the folder that has the one pic in it, then once its checked, go up to "file" in the left corner, and select "sync ipod"
After the sync is done, eject your ipod, click the photos icon, and it should be there!
Second way is much easier if you have wifi and your picture is online somewhere (like myspace or facebook)
While in wifi, open the safari browser, and surf the net just like you would normally. If the pic u want is on myspace, go to the myspace page and find the pic. Once the pic is on your screen, hold your finger on it for 3 seconds. At the bottom of your screen a menu pops up and says "save image" or "cancel"
Click save, and once its done, hit the home button, click the photo icon, and there it should be!
