Yes. Programs take up RAM. Closing the program recovers the RAM used by it. If you run out of RAM, your computer will become very slow.

Your computer is like an office. Programs are pages. RAM is the desktop. The hard disk is the filing cabinet.

You can only work on things that are on your desk. If your desk is too small, you will run out of space and you'll have to keep swapping pages between the filing cabinet and the desk. This is very slow.

Your computer's CPU can only process things that are in RAM. If you don't have enough RAM, you will run out of space and you'll have to keep swapping data between the hard disk and RAM. RAM is about 180,000 times faster than a hard disk, so this will make your computer really slow.

First, no, you do NOT understand the difference between RAM and memory.

RAM is Random Access Memory. ("random," not "rapid.") RAM is a type of memory! It is the volatile type of memory. RAM is constantly be use by your computer while it's running and once you shut down your computer, all memory in the RAM is deleted (or lost).

And about your question, yes, RAM can be used up if you run too many programs at once, but if you turn off unnecessary programs or reboot (restart) your computer, the RAM will be all clear again.
Open your computer's task manager and check the processes. You should be able to see a list of programs and services that are running on your computer.
