I'm 15 99 pounds & about 5'2'' or 5'3''
I realized I'm just too skinny.
I was thinking about asking to be put on birth control to gain weight? Is that a good idea?
Or any other ideas?

Birth control contains hormones and while the medication is safe and won't hurt you, it could affect you in the long run and as an adult. I'm not making any crazy claims about fertility or negative side effects; i'm not a doctor. But what I do know is that you shouldn't take a medication that changes your body's endocrine system for something unrelated such as weight loss.
While you are somewhat underweight you can change this naturally just by changing your diet. Eating a lot more complex carbohydrates, dairy and fatty food (not junk food, just dense food such as things that contain milk fat, olive oil, etc).
The best thing to do would be to google it right now and just get a list of healthy foods to eat to gain weight; i know there are sites like that out there. Also talk to your doctor next time you're there.
Another thing is that if you are athletic or willing to work out, do some strength training. A lot of girls worry that if they do weights instead of just cardio, they will add unnattractive bulk. This is NOT TRUE, especially for someone who is really skinny. It will just make your body a little more curvy and toned, which is a great thing. I'd suggest free weights, planks, wall sits, etc.
