Like Cux said, yes. When a guy is soft, his penis shrinks, and when turned on, it becomes harder so it can be inserted into a vagina. (As graphic as that seems, sorry) but it's true.

Well, not necessarily. There's an old saying: there are growers, and there are showers. Growers are noticeably smaller when flaccid, and the actual size cannot be determined until an erection is achieved. Mine is like this, laughably small when flaccid but increases over 5 times in length when erect. You'll never see me go streaking.
Showers are at, or close to, their max length when flaccid. These are the guys that will teabag you for fun. In other words, you can't know a guy's real size until he's excited enough to pop.
