Magic Jack install: "I elect to accept free outgoing service (recommended)"

I have just installed my Magic Jack, and this was on the registration screen:

"I elect to accept free outgoing service (recommended)"

Can someone tell me what that means? I can NOT find anything about it on the whole internet!

"If you register for magicJack outgoing service ('magicOut"), the magicJack™ device allows you to make free outgoing calls to other magicJack™ device users located anywhere in the world, and the subscribers on traditional telephone networks or cellular networks in the United States."

According to the TOS for the magicJack.
