blood temperture and air temperture plays a big role in this convection.
i've actually put my whole arm through the flames of a fireplace without getting burned.
for a mathematical formula of the heat transfer just google it, i've found many results for your question.

If you go really fast, like just waving your finger back and forth, it doesn't hurt at all.

Also, some people have thick calluses on the end of their fingers, like a "sewing finger" or whatever. So their skin is really insensitive to heat/cold/needles/etc. Then there's people like my mom, who through various accidents might not have any nerves in their hands at all.

Be careful doing this. You could really burn yourself.
