well if it sounds like your cat is trying to hack somthing up kinda like when you have a cold and you try to hack up flem then its a hairball, try hairball remedy and pet food that help prevent hairballs but it should pass or he'll hack it up its a natural thing and does no harm to your pet but as an owner of 6 cats its good to put some money a side gust incase you do haave to take him to the vets.

Hope this helps.

I'd foremost try to get food with hairball treatment inside. And look for foods that help the digestive tract. Also get a multivitamin as well.

With no money, seek the local SPCA to see if they can check into what's going on. And may offer some advice.

There isn't much you can do but take him/her to a vet because unless the cat is seen by a veternarian the problem will not be treated properly. The most common reasons for coughing in cats are asthma, heartworm disease, roundworm migration, and lungworms which all can be very painful.

Go to a vet!
