to me, its foreplay. something to check off before actually having sex, now what you're going for is just that, which is okay. if you swallowed something, he probably came. the whole deal with "pre-cum" is its the advon party making sure the way's clear for the main body. and there's not much of it, so my conclusion is yes, or if not, you brought him pretty close. WEEEELL this is a complex question. I think it totally depends on the guy and what he is wanting. I know sometimes my guy just wants a little bit of the sensation and he doesn't want to cum.
