For my 17th birthday my best friend made a scrap book of our lives and she had a custom picture frame made that was engraved with our names and nick names for each other and they are the two most treasured things I own.
Now in June it'll be her 17th birthday and I am clueless as to what to get her. Last year I had her present planned out by January. And she's been through a lot this year and I really want to get her something special and at the end of the year I'll be moving out of state and might not be here for her next birthday.

I'm suggesting you get something like a heart shaped locket. Inside the locket, you can put something like a picture of the other person, or a note (maybe blood if you're not too afraid).
