If it happens often you probably have software installed on your computer that wasn't designed to work with Windows 98. You should uninstall this software or upgrade to a newer version of Windows. Windows 98 is very, very old and most software doesn't support it correctly. It is also End Of Life and no longer supported by Microsoft, so it is not safe to use. Of the information given, I could say it's adware. To remove adware, you'd need an antivirus program. You have mcafee, norton, and others. Scanning for viruses such as adware, spyware, or trojans are free to you, however to remove them will cost you. I'd say if no antivirus program on your computer, I would highly suggest getting one asap.
