It's illegal in relation to computers, not with the law. An "illegal operation" happens when a program tells Windows to do something that it can't or won't do. On Windows 98 this is common and normal. It does not indicate that you have adware/spyware/a virus.

If it happens often you probably have software installed on your computer that wasn't designed to work with Windows 98. You should uninstall this software or upgrade to a newer version of Windows. Windows 98 is very, very old and most software doesn't support it correctly. It is also End Of Life and no longer supported by Microsoft, so it is not safe to use.

I don't know a whole lot about computers, except the basics. Well I have questions about this...
1) Does this pop-up prevent you from logging in?
2) Does the pop-up only come up on myspace?
3) What does it exactly say on the pop-up?

Of the information given, I could say it's adware. To remove adware, you'd need an antivirus program. You have mcafee, norton, and others. Scanning for viruses such as adware, spyware, or trojans are free to you, however to remove them will cost you. I'd say if no antivirus program on your computer, I would highly suggest getting one asap.

If you'd like, you can tell me more info about this so I can help you out more. But if that's it I hope I helped. =]
