No one gets fingered on a park bench. That's absolutely disgusting. You guys should be doing this in the privacy of just the two of you. No one wants to see that, plus you could get in big trouble for doing that in public.
When you guys are alone, no one else around you can take off your pants and thong or just your pants. It doesn't matter, just make sure you're comfortable with it!

You did the right thing. He should have considered the fact that maybe just maybe you would be comfortable taking your pants off in public. Next time try attempt doing these things indoors.
But if you did take your pants on, no you would not have to take your panties off also. Just move them to the side.
