Yes. I have had sex without experiencing an orgasm. Mainly because I didn't know how to reach an orgasm when I first started having sex, and sometimes it just takes so long that I just think it's not worth it.
I usually don't masturbate prior to having sex, but that's just me. I'm sure there's a few out there that do. Every girl is different!!

Some girls do have sex without ever having an orgasm. Some get it through other things such as oral. Personally, I have, but it's definitely not every time. And by your second question, I think you're asking if masturbating often before having sex makes it harder for them to orgasm? If this is what you're asking, I would say that it could be very possible. The same way guys take longer to cum if they masturbate often, girls would most likely take longer to get off or have a more difficult time reaching that point.
